Yo he venido al International Convention Center (ICC) a primerísima hora. El resto de la "feria" ya está siendo desmontada desde ayer tarde, sólo queda este espacio -el propio de la negociación- en marcha, pero no estamos amontonados, la mayoría de los observadores y los negociadores y negociadoras de segundo nivel, descansa unas horas, no hay trabajo para ellos ya.
Comparando los documentos que fueron rechazados, con los que lanzó la Presidencia a medianoche, es evidente que estamos lejos de un acuerdo satisfactorio, y eso puestos en la evidente falta de ambición de esta COP, que ya advertimos desde el inicio. Por eso, cuando a partir de ahora empiecen a conocerse las mejoras que se están negociando, es necesario recordar que ni en el mejor de los supuestos esto es lo que necesita el planeta y la humanidad.
Los últimos tres documentos lanzados son el borrador de texto sobre Fondo Verde para el Clima -que se da por acordado-.el acuerdo sobre el segundo periodo de compromiso del Protocolo de Kioto (KPII) y el Indaba que dibuja la hoja de ruta para un compromiso ¿vinculante?. Para la curiosidad: Indaba es el nombre que se da aquí a una suerte de asamblea comunal para decidir sobre lo colectivo (y en África lo colectivo es todo-)
Bien, el tema de financiación como no hay novedad no lo comento más. En nuestra valoración del final ya repetiré las insuficiencias que vemos.
En cuanto a KPII, sabido es nuestro compromiso con ese segundo período. Quienes señalan que sólo recogerá el 15% de las emisiones, no deben olvidar que el cambio de las alianzas en esta COP respecto a las anteriores ha tenido como condición necesaria la disposición de la UE a asumir KPII. Me sorprende que en el último documento el segundo periodo sólo llegue a 2017, y no 2020. Parece que es un guiño para dar a entender que el acuerdo global podría ser operativo para 2018. Pero sólo es un guiño. Cualquier compromiso al respecto vendrá en otro papel.
Debe destacarse también la referencia que las partes del anexo I (los desarrollados con objetivos de reducción) deberían reducir sus emisiones para 2020 entre un 25% y un 40% -según recomendación de IPCC, los científicos- . Esto llevaría a Europa a revisar su objetivo del 20% -a no ser que se use el intervalo 2018-2020 que queda fuera del segundo período de compromiso para eludir mayor ambición.
En todo caso, el documento establece mayo de 2012 como la fecha en que los países obligados deberán comunicar sus objetivos de reducción para ese nuevo período.
¿Qué consigue la UE a cambio de eso? revertir su aislamiento de Copenhague, aparecer como aliada de los menos desarrollados y los más vulnerables, mantener una senda que debería verse como oportunidad y no como sacrificio, etc.
En lo concreto de la negociación se trataba de encontrar una hoja de ruta que hiciese converger a todos los países en un acuerdo vinculante, con objetivos de reducción y que incluyera a todos los países, pensando en USA y los BRICs (Brasil, Rusia, India, China y Sudáfrica.
Ahí está centrada ahora la negociación, pues el último texto no establece plazo para la operatividad de ese acuerdo. El previo hablaba de "post 2020" que todavía es peor, ni de acuerdo legalmente vinculante. Aunque hemos mejorado del "marco legal aplicable " al "protocolo u otro instrumento legal aplicable".
También hay una decisión de elevar los niveles de ambición en función del informe de IPPC del que se dispondrá entre 2013 -y que todos nos tememos, demandará más reducciones de emisiones que el actual-
Para colmo, en la introducción este documento reconoce la importante brecha entre el resultado de la suma de compromisos voluntarios de las partes y las senda de emisiones coherentes con el objetivo de media en mantener el calentamiento por debajo de 2ºC o 1,5ºC por debajo de los niveles pre-industriales.
